This position will lead the Architecture & Data Governance team within the Analytic Platforms department of Health Care Analytics (HCA). The candidate will plan, direct, and control the resources to accomplish the objectives of Anthem and the Health Care Analytics organization through strong architecture and data governance practices. The Architecture & Data Governance department is responsible for the architecture oversight of HCA platforms and assets to ensure alignment with the Three-Year Technology and Analytics plan. It is also responsible for the Enterprise Data Governance program and Data Management functions including data modeling, metadata and reference data management.
Primary duties may include, but are not limited to:
Obtains resources (people, funding, material, support) and provides leadership in motivating subordinates to accomplish the department's goals and objectives. Develops a strong team through training and effective organizational development practices.
Oversees all aspects of the department and participates with other executives to establish strategic plans and objectives. Makes final decisions at the department level and ensures the effective achievement of objectives.
Provides technical input into all significant projects and technologies to ensure alignment with strategic vision and roadmap.
Implements the policies, practices, and procedures of Anthem and Health Care Analytics organizations. Also ensures alignment with overall Anthem Information Technology standards and data governance goals.
Responsible for managing and directing the team of technology subject matter experts and architects accountable for the details of the strategies.
Maintains a high awareness of industry trends associated with all the technologies in play within the enterprise.
Develops effective IT strategies that consider technical innovation, business strategy, risk, and affordability.
Defines and ensures alignment for the architectural process used across all IT functions including process, forms, prioritization, and governance. Implements principles, policies, standards, and guidelines for data management.
Assists architects in defining, communicating, and developing target architectures that enable implementation of vision and roadmap.
Supports the execution of the multi-year business plan that includes internal and external communications and associate engagement activities.
Hires, trains, coaches, counsels, and evaluates performance of direct reports.
Ability to travel up to 20% of time
Required skills & experience include:
Required a BA/BS degree in Information Technology or a related discipline - Masters preferred.
15 years' experience in managing & leading architecture, data governance or related information technology & data functions. Preferably within Healthcare IT.
Health insurance or related industry experience desired.
Familiar with enterprise & solution architecture technologies and concepts: frameworks, collaboration, business strategies.
Demonstrated technology skills across business, applications, data, and infrastructure architecture domains, and experience in development lifecycle management.
Experience with and understanding of emerging technologies and their impact on enterprise architectures: Service Orientated Architecture, enterprise frameworks, message based information exchange, big data and analytics, etc.
Experience with leading data governance programs, including developing data governance frameworks, establishing data policies and procedures and advancing data quality within an organization.
Demonstrated ability to motivate, coach, counsel and train staff.
Effective communication skills, including facilitation, consultation, negotiation and persuasion. Ability to communicate with customers about technical issues in non-technical terms.
Ability to juggle multiple competing priorities while achieving department objectives.
Ability to apply indirect influence, delegate effectively and successfully achieve results through others.
Ability to drive organizational change & culture of accountability.
Experience working within a complex, highly-matrixed, and geographically diverse organization
